LICENSES

Pre-requisites for Qualifying for the issuance of a Sanitary Constructors‘ Licence (New Applicant).

PRE-REQUISITE:

In order to qualify for the grant of a Sanitary Constructor's Licence all applicants must be 21 years and over, as well as, meet one of the following combinations of qualification and experience.

  1. A Craftsman Diploma in Plumbing issued by the Ministry of Education, YTEPP or UWI Diploma and a minimum of five (5) years’ experience working with a Licensed Sanitary Constructor. A minimum of two (2) years’ experience must be attained on completion of the craftsman Diploma.
  2. The Craftsman Assistant certificate in Plumbing from the Ministry of Education obtained at the National Youth Camps (duration of course at least 1000 course hours).
  3. The UWI Extra Mural Course in Plumbing (duration of Course at least One (1) academic year).
  4. A City and Guilds of London Final Certificate in Plumbing. A five (5) years apprenticeship period forms part of this Programme.
  5. A Master Plumber Certificate from USA & Canada. The Master Plumber Certificate includes a five (5) year apprenticeship period.
  6. Degree in Civil Engineering and 2 years experience in plumbing and associated works. Applicants with other engineering degrees may be considered based on their experience in the plumbing field.
  7. Former WASA Employees ONLY: The attainment of supervisory level (Foreman II and above) in the Operations Division and ten (10) years experience in plumbing supported by a statement of good performance and conduct while in the employ of the Authority.
    NOTE: NO LICENCES WILL BE GRANTED TO APPLICANTS WHILE IN THE EMPLOY OF THE AUTHORITY

APPLICATION

  1. Applicants are required to complete the Licensed Sanitary Constructors Application Form
  2. Submit the originals and two (2) copies of the following documents:
    • A valid form of Identification (National ID, Driver’s Permit, Passport for Citizens and Passport for Non-Nationals)
    • Two (2) recent Passport size photos
    • Certificates of Educational Achievements
    • A detailed Resumé
    • Three (3) Letters of Recommendation (no more than six (6) months)
      • Two (2) from Customers
      • One (1) from a valid Licensed Sanitary Constructor
    • Portfolio of Applicants’ work for the Competency Validation Exercise (please speak with the Workforce Assessment Centre for guidance)

PAYMENT

Successful applicants who meet the pre-requisites A-B must pay a non-refundable APPLICATION FEE of Five Hundred dollars plus VAT ($500.00 + VAT)


WORKFORCE ASSESSMENT CENTRE

  1. Competency Validation of Applicants
  2. Registration of Applicants who meet pre-requisites A-C must enroll in the Licensed Sanitary Constructors Training Programme followed by an Examination.

Please note that there is a fee attached for the conduct of the mandatory Competency Validation Exercise and enrollment in the Licensed Sanitary Constructors Training Programme (cost may vary).

APPLICATION FOR A LICENSE FOR ABSTRACTION

Surface Water Source

The Regulatory and Licensing Unit shall issue a license to abstract water from a surface water source subject to the following:

  1. Completion of the application for license to abstract water from a surface source (Form LS 1).
  2. Payment of the administrative fee of $150.00 plus VAT.
  3. Submission of a map at an appropriate scale, showing the layout of the property and the proposed point of abstraction in the river channel.
  4. Completion of a field survey and a hydrological assessment by the Regulatory and Licensing Unit.
  5. Submission of a water quality analysis of the surface water source.
  6. Submission of a schematic diagram of the proposed structure for the diversion of water from the river channel (where applicable).
  7. Submission by wash plant operators, the schematic diagram of the established closed loop water recycling system as prescribed by the Minerals Act (2000) for the prevention of untreated effluent entering directly into water courses (where applicable).
  8. Submission of a copy of the license from the Ministry of Energy and Energy Industries permitting the operations of the quarry or wash plant.
  9. Approval of the application to abstract water from source.
  10. Submission of a copy of a license from the RIC for the provision of a supply of water or for distribution of water by a service provider.
  11. Submission of proof of interest in the land for which the purpose of the application relates.

Ground Water Source

The Regulatory and Licensing Unit shall issue a license to abstract water from a well subject to the following:

  1. Approval of the application to drill and construct private water well (where applicable) and the issue of a Driller’s License to the contracted drilling company.
  2. Completion of Application for license to abstract water from a well (Form LG 1.4).
  3. Submission of Well Completion Report (Form LG 1.3).
  4. Submission of water quality analysis from Quality Control Department of WASA, Public Health Department of the Ministry of Health or the Caribbean Industrial Research Institute (CARIRI).
  5. Installation of a flow meter approved by the Water and Sewerage Authority.
  6. Evidence of an application to the EMA for a trade effluent permit under the Water Pollution Rules (2005).

PROCEDURES FOR VENDOR REGISTRATION

  1. The Contractor pays a non-refundable fee of $25.00 +VAT to WASA's Cashier.
  2. Receipt must be brought to the Supplies Management Department, Head Office, Farm Road, St. Joseph.
    A clerk will copy and record the potential contractor information and a registration package is given to the contractor to be completed and returned.
  3. On return of the registration package, a clerk will verify that all the relevant information is submitted.
  4. If all information is submitted a clerk creates a file and a number is assigned and the information is entered on the Supplier Registration Data Base and an acknowledgement letter is sent to the contractor.
  5. Acknowledgement letters are in two forms:
    1. Acknowledgement
    2. Acknowledgement with a 6 months hold for services/goods that are over subscribed
  6. Site Visits are set up with a team of personnel, which includes individuals from Supplies Management Unit and from the User Department for that particular service.
  7. After the site visit is conducted, the file is sent to the Certification Committee for approval and subsequent signatures.
  8. After all signatures from the Certification Committee are acquired, it is sent to the Registration Committee for approval and signature.
  9. If approved a memo is sent to the Finance Department- Account Payable Section for assignment of a vendor number.
  10. If not approved, a letter is sent to the contractor stating non-approval.
  11. After the assignment of a vendor number, an approval letter is sent to the contractor indicating the services /goods registered and their vendor number.
  12. All the contractor information is now put on to our VBMS.
